The Agency Coordinating Body for Afghan Relief and Development, ACBAR, is an independent forum founded in 1988 in response to the demand from NGOs working with Afghan refugees in Pakistan and across the border in Afghanistan to more efficiently coordinate assistance and delivery of services. The SHAPE TPP is a two and a half year FCDO funded humanitarian programme that starts on October 1, 2023, and ends on March 31, 2026. The programme will focus on contributing to increased humanitarian programme and protection response through fostering the localization agenda with National NGOs, improving coordination, strengthening advocacy, and building humanitarian organizations and staff capacity to implement programmes delivering essential aid and services.
Job Description:
RESPONSIBILITY SUMMARY
The Remote Manager position is responsible for providing support through mentoring and capacity building of NNGOs and other activities under the SHAPE TTP Programme Plus (SHAPE TPP). He/she will work in close collaboration with the focal person of the assigned NNGOs and ensure monthly and weekly activities are carefully planned and implemented accordingly; and ensure that the capacity needs of the NNGOs are provided appropriately. Remote Manager will also work with the Program Coordinator, Training Coordinators, MEAL Officer and other Remote Managers to ensure needed supports are provided as planned to their assigned NGOs. He/she shall work 8 hours per day (8am – 4:30pm), including lunch break, from Sunday through Thursday, or as scheduled during travel, and as noted in the Human Resources Policy handbook.
ESSENTIAL TASKS
Essential tasks include the following:
Mentor and train NNGOs to build the overall capabilities of the agency and staff to implement to pass the Afghanistan Humanitarian Fund (AHF) Due Diligence and Capacity Assessment to become part of the AHF partner base
Work on improving the NNGOs ability to implement humanitarian programs/projects and meet humanitarian needs in Afghanistan through all SHAPE TTP Program activities
Attend assigned cluster meetings and ensure monthly attendance of NNGO partners at cluster meetings and prepare meeting reports for the SHAPE TPP Program Coordinator, Head of Programs and ACBAR Director and deputy
Conduct annual SWOT analysis of NNGO partners
Design an annual work plan with NNGOs, Advisors and ACBAR, also update and review as needed based on meetings, observation and monitoring
Hold mentoring meetings with NNGOs as scheduled at least one per month, to include regular visits to participating NNGO offices in the provinces, set schedule and topics for next mentoring meeting
Review and provide feedback/comment on NNGO policies
Support NNGO partners to prepare to application for AHF Due Diligence and Capacity Assessment
Help SHAPE TTP Program Assistant collect reports and data from NNGOs and Advisors
Liaise with Advisors and NNGOs to provide support and ensure effective communication between NNGOs and Advisors for all activities
Assist partnering NNGOs in planning, reporting, need assessments, review of NNGO future proposals in accordance with MoU requirements as requested
Submit weekly meeting minutes and monthly activities report of the mentoring meetings to the Program Coordinator, HOP and NNGO Focal Point
Prepare monthly action plan for his/her activities and submit to program Coordinator and Head of Program
Submit the Mentoring checklist/Policy reviewed slip to the SHAPE TTP Program Assistant
Hold annual MoU review meeting with partnering Advisors and NNGOs
Follow the regulations, staff policies and respect the organization structure
Perform any other task as requested by Line Manager and/or Senior Management including assisting colleagues in other department

EDUCATION, TRAINING and/or EXPERIENCE
Bachelor’s degree required, Master’s degree preferred
Five years minimum professional experience in humanitarian field
Experience with NGOs preferred
LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY
Ability to speak and write English mandatory, Dari and Pashto preferred
Ability to evaluate budgets and proposals submitted by partners NNGOs for field visits
Ability to review policies, documents and procedures, then approve or recommend improvements
