SUMMARY
The California Department of Public Health (CDPH) Division of Communicable Disease Control (DCDC) Informatics Branch (IB) is recruiting an Epidemiologist/Data Source Specialist to join an exciting team developing innovative solutions to strengthen CDPH’s public health data ecosystem. The incumbent will join the Reporting and Analytics Unit, responsible for developing innovative informatics and public health reporting pipelines and solutions. The incumbent will manage projects enhancing interoperability of our data systems and support reporting and analytics solutions to meet the needs of relevant public health partners, improve infectious disease (including COVID-19) response capabilities, and achieve organizational goals.
This position requires strong programming (R, SQL, and/or Python) and/or informatics knowledge to support data analysis, database design, reporting, and data quality assurance and quality improvement projects. The position will interact and collaborate with several multidisciplinary CDPH teams as well as other internal and external partners as they contribute to the CDPH prevention and control of communicable diseases, including COVID-19.

The salary range for this position is $90,000 to $95,000 annually depending on experience/qualifications.
ESSENTIAL FUNCTIONS

Specializes in knowledge and management of large, complex data sources, including those related to COVID-19 and other infectious disease conditions.

Establishes and maintains reliable, efficient, and effective automated data pipelines and reporting solutions (e.g., reports, dashboards, Application Programming Interfaces (APIs), etc.).

Analyzes and resolves problems and demonstrates expert subject matter knowledge.

Develops and maintains data pipeline and other reporting documentation.

Provides technical assistance and expertise on data management, data quality, cleaning, de-duplication, record matching, and analysis of data by using SQL, R, Python, and other programming languages.

Provides technical support and subject matter expertise to epidemiologists, data analysts, and other partners requesting support with automated reporting pipelines, data visualizations, summaries, and data extracts to support the COVID-19 and other infectious disease situational awareness and response.

Operates within the Reporting and Analytics Unit of IB to respond to COVID-19 and other CID data-related needs. Responsible for supporting delivery of data from the Respiratory Virus Response (RVR) platform to partners such as CCB, IZB, and the CID Modeling team.

Contributes to special projects related to COVID-19 and other infectious diseases as identified by the IB leadership team.

NON-ESSENTIAL FUNCTIONS

Coordinate and facilitate teleconferences and meetings, as required.

Perform other duties as directed by the Informatics Branch Chief.

JOB QUALIFICATIONS

Ability to develop and maintain data pipelines, data cleaning, and data quality assessment with strong attention to detail

Expert knowledge of SQL, Python,or R programming

Experience developing static reports and dynamic dashboards using data and visualizations

Strong knowledge of public health surveillance data management

Strong analytical and problem-solving skills

Experience with web-based reporting systems; electronic laboratory reporting and electronic case reporting

Knowledge and application of Health Insurance Portability and Accountability Act (HIPAA) requirements and protection of health information

Ability to make time-sensitive decisions in complex situations

Ability to prioritize, delegate and manage multiple tasks

Demonstrate reliability and integrity

Fluency in spoken English is required

Education/Experience

Master’s Degree in Public Health or related field, required

Doctoral Degree in Epidemiology, Biostatistics, or other closely related field, preferred

Experience developing and maintaining automated data pipelines, preferred

Strong knowledge of epidemiological/biostatistical methods, preferred

Ability to make time sensitive decisions in complex situations, required

Strong organizational skills, required

Experience in managing or overseeing complex projects, required

Strong knowledge of SQL, Python or R, required

Strong ability in development of web-based reports and visualizations

Prior knowledge and experience in use of CalREDIE, CalCONNECT, or surveillance system, preferred

Prior knowledge and experience in use of electronic laboratory reporting data, preferred.

Prior knowledge and experience in use of electronic case reporting data, preferred

Knowledge of and skilled in the use of Microsoft Office products including Word, Excel, Access, Outlook, and Power Point
