SUMMARY
This cross-cutting position in the California Department of Public Health (CDPH) Center for Infectious Diseases (CID) supporting Infectious Disease Data Systems is responsible to facilitate implementation of standards-based solutions to securely exchange data between systems including Electronic Health Records (EHRs), Health Information Exchanges (HIEs), public health agencies, and other parties to accelerate public health data modernization activities. This position will gather stakeholder requirements across the Center for Infectious Diseases (CID) disease control programs, data systems programs, with input from local and federal partners; develop a roadmap and facilitate implementation of the Technical Exchange Framework and Common Agreement (TEFCA)/Qualified Health Information Network (QHIN) interfacing within the CDPH and CID; and collaborate with technical, clinical, and public health experts. The Public Health Data Informatics Specialist will apply data standards such as HL7, CDA and FHIR and will support interdisciplinary teams in developing and maintaining public health surveillance data systems.
The salary range for this position is $90,000 to $125,000 annually depending on experience/qualifications. This position is full-time, 32 hours per week.
ESSENTIAL FUNCTIONS

Implement standards-based solutions to securely exchange data between systems including Electronic Health Records (EHRs), Health Information Exchanges (HIEs), public-health agencies, and other parties to accelerate public-health data-modernization activities.

Attends national meetings and participates in workgroups; and serves as a liaison between program areas, business, IT staff and stakeholders to support implementation and modernization of information systems to support interoperability and health data exchange standards.

Gather stakeholder requirements.

Develop a roadmap and create and execute testing plans for TEFCA/QHIN interfacing.

Collaborate with technical, clinical, and public-health experts.

Participate in meetings and contribute to the technical design and solutioning of public health surveillance systems.

Recommends solutions to meet public health surveillance requirements using past experience and research findings.

Completes tasks on time with minimal supervision and supports collaboration across teams.

JOB QUALIFICATIONS

8-10 years’ relevant experience in Public Health Surveillance, Healthcare IT or related field

Experience implementing Health IT solutions

Knowledge of HL7 standards, including HL7, CDA and FHIR, as well as clinical terminologies and vocabularies including Logical Observation Identifiers Names and Codes (LOINC) and Systematized Nomenclature of Medicine – Clinical Terms (SNOMED-CT)

Proficiency with HL7 standards, including CDA and FHIR

Methodical and organized, with good analytical skills

Excellent oral and written communication skills

Education/Experience

Bachelor’s degree or higher in Data Science, Computer Science, Public Health, Epidemiology or related field, required

Experience in a public health or clinical setting, preferred

Experience working with Health IT vendors (such as with EHRs, HIEs, or healthcare interface engines)

Experience developing and implementing health informatics standards in clinical systems or public health surveillance systems

Familiarity with HIE/QHIN technical interfaces

Experience working with EHR vendor APIs

Experience with Trusted Exchange Framework and Common Agreement (TEFCA)

Experience with State, Tribal, Local and Territorial (STLT) Health Departments

Knowledge of public health computer databases, laboratory information systems configuration, data exchange, and systems design; computer operations, systems, and procedures; statistical, data analytical, and visualization applications; computer programming languages; and information security policies and procedures.

Skill in complex problem solving and critical thinking, and in the use of a computer and applicable software.

Ability to analyze systems and procedures, to translate user/business needs into a technical style, to develop reports, and to communicate effectively.
