Task description:
Within the delegated authority and under the supervision of Senior Programme Officer or his/her designated mandated representative(s), the UN Volunteer will :

Support the development and implementation of UNHCR’s system for monitoring protection and solutions strategies and results (impact, outcomes, outputs) in cooperation with relevant teams and promote a results-based monitoring culture throughout the operation and the Operations Management Cycle.

Support the development of Theories of Change and related Results Frameworks and the measurability of multi-year protection and solutions strategies and annual plans. Support evaluation planning for Results Frameworks.

Contribute to the development and implementation of monitoring plans across all implementation modalities (partnerships, direct implementation, and operational partners), ensuring consistency and coherence of UNHCR’s monitoring activities and ownership of the Multi-Functional Teams.

Support setting up monitoring systems and indicator tracking, guiding teams on data collection methodologies and sources, age, gender and diversity aggregation and data reporting and sharing based on agreed protocols and standards, in close collaboration with evaluation, data and IM staff.

Support coherence on monitoring standards, plans, tools, indicators and resources across UNHCR and project partners and ensure that monitoring actions are grounded in protection and solutions principles and approaches.

Support senior management on monitoring findings and possible course-correcting actions, keep track of management decisions and follow-up actions and communicate monitoring findings to key stakeholders.

Cooperate and coordinate with partners and stakeholders to facilitate coherence of monitoring approaches and indicators across multi-partner initiatives and engage in UN fora on monitoring (UNSDCF, HRP, RRP etc.), ensuring coherence and avoiding gaps and overlaps.

Guide and train UNHCR and partner staff in applying UNHCR’s results-based management monitoring standards and procedures.

Support processes to link monitoring to the operation’s evaluation and risk management plan.

Contribute actively to innovative solutions for monitoring and to UNHCR’s global community of practice on monitoring, facilitating the exchange of lessons learned across countries and regions.

Results/expected outputs:
As an active UNHCR team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNHCR and its beneficiaries in the accomplishment of her/his functions, including:

Development of a results-based monitoring system for the operation.

Development of project implementation management dashboard.

Coordination of the result monitoring survey.

Support the evidence-based programming with accurate data analysis.

Provide the senior management with accurate gap analysis for informed decision taking and ensure the follow-up of the decisions.

Coordination of the evaluations.

Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.

A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Requirements:
Monitoring and Evaluation, Programme management, or Reporting, or other relevant programs at the national and/or international level; experience with kobo toolkit is an asset, as is experience working in the UN or other international development organization.

Essential : demonstrated experience in program monitoring including familiarization with the OMC and sound knowledge of Results Based-Management. Demonstrated experience in field operations, program monitoring and sound knowledge on the centrality of protection in programming.

Desirable : demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program monitoring training and capacity building activities.

Excellent oral and written skills; excellent drafting, formulation, reporting skills.

Accuracy and professionalism in document production and editing.

Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.

Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.

Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.

Other information: CAR is a post-conflict country. From 2013, a bloody conflict between the Seleka and the Anti Balaka armed groups, over almost the entire territory of the country. Fearing the risk of genocide, the United Nations decided to send peacekeepers to the country, to protect civilians and restore peace.
The clashes having ended, entire areas of the country are always occupied by armed groups which continue to commit abuses against populations. Following the Political Agreement for Peace and Reconciliation signed on February 6, 2018 between the 14 Armed Groups and the Government of CAR, the State started to deploy its services, in particular the Armed Forces, the police, the gendarmerie, justice in several regions of the country.
The CAR has only one international airport (Bangui M’poko) which provides all air links with the outside and regions of the country. There are aerodromes in the 16 capitals of each Prefecture and in some of sub-prefectures. The road network is very poor, since there is only one main road that connects CAR to Cameroon which is paved.
Two seasons alternate the climate in CAR. A dry season and a rainy season spread over 6 months each. The most feared disease is malaria, which kills many people every year.
The hotel network is experiencing increasing growth but is still very expensive. In terms of food, there is a wide variety of local and imported products in Bangui and in some of cities of the country. But access to these products is different in parts of the country. All these difficulties make the cost of living more expensive. It is the same for services like banks, hospitals, electricity etc. which access is very limited and concentrated only in Bangui the capital.
