About Action Against Hunger:
Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.
Job Description:
Job Purpose
The Country Office MEAL Manager is responsible to provide leadership and technical support to the establishment of data collection, and analysis systems and developing data workflows to facilitate coherent storage and reporting to internal and external audiences. MEAL Manager (CO) will have a thorough understanding of the different databases, aiming to harmonize and validate data by developing tools, processes, and mechanisms, ensuring data quality, is readily available for the reporting needs of all sectors.
The role will work closely with the technical and project teams at base level to provide support to all projects. The MEAL Manager is responsible for ensuring all MEAL processes are gender-sensitive, and are participatory. The role includes providing direct, hands-on support for program MEAL activities; providing MEAL capacity building for staff and partners; and engaging in MEAL learning processes.
Mission 1: Ensure the operationalization of MEAL systems for ACF programs to ensure compliance with donors and ACF MEAL standards.

Ensure appropriate utilization of the already setup MEAL systems to guide project start-up, implementation, adjustment, accountability and learning in compliance with ACF’s MEAL Guidelines and Minimum Requirements for MEAL

In collaboration with the MEAL HOD and DHOD and field teams, lead in the preparation of comprehensive MEAL plans for each project to capture quantitative and qualitative data for project performance tracking and reporting, as per ACF and donors requirements and standards

Support MEAL field teams in development of ToRs and data collection tools for surveys, needs assessments, mid-term and project reviews/evaluations, including sampling and assessment methodologies

Develop monthly workplan for MEAL field team and ensure timely sharing with MEAL technical team

Undertake regular visits to the field to support implementation of M&E and to identify milestones and challenges where adaptations might be needed

Promote in all projects the use of participatory data collection techniques involving beneficiaries, institutions and partners in the process

Mission 2: Data Management:

Lead on design and develop a Database Management System (DBMS) able to include all sources of data

This task will be performed at team level (MEAL team), sectorial (Health & Nutrition, Food Security & Livelihoods, MHPSS & Protection, WASH), and partnership level (nurturing quality data management culture and processes for implementing partners)

Lead on identification and development of dedicated Data Management Plans (DMP) for all ongoing, and new grants

Ensure the operationalization of the use of mobile data collection systems and other technologies to strengthen monitoring and reporting of activities

Design data validation mechanisms for internal and external sources (partner) of data

Lead on the design and maintain Management Information systems for tracking and reporting all quantitative data and information with appropriate disaggregation (e.g., gender, location, etc.), harmonizing data sources internal and external.

Mission 3: Ensure proper and timely reporting of MEAL activities

Participate in the development of an information management strategy for the mission

Validate the analysis of MEAL data of different projects as needed

Support development and revision of internal and external reports, ensuring compliance with donor requirements and that reports reflect an actual representation of field implementation activities and results based on MEAL findings

Provide feedback to program and operational reporting templates that facilitate the timely and accurate acquisition, aggregation and analysis of information in programs

Support development of project proposal if required by MEAL technical team

Mission 4: Research, Learning, and Analysis

Collaborate with program teams to discuss, analyze and interpret findings of sectorial activities

Analyze quantitative data for the purpose of internal and external reporting

Design and develop tools and systems to carry out the program monitoring and evaluation plans, as well as a comprehensive yet user-friendly program-wide database for each program

Develop and implement appropriate data collection methodologies and tools, analysis plans, reporting outlines, and data/information dissemination/ utilization plans

Mission 5: Reporting

Support HoD MEAL in reporting on a monthly basis, compiling and producing data in different formats as required

Creating visualizations to support organizational decision making

Mission 6: Additional responsibilities

This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and is responsible for reporting and communication of progress and achievement of the specific assigned task

The employee should be flexible and adaptable with regards to the implementation of the daily work/activities and requirement from MEAL HOD, DHODs and Area/Field Coordinator

The employee is expected to conduct all duties in a professional manner following ACF Afghanistan mission staff regulations and charter

Minimum of Bachelor’s degree in Economics, Rural Development, Business, Administration, statistics, demography or related subject, with previous experience working in humanitarian projects

Minimum of 5 years of previous experience working with NGOs covering multi-sectorial programming

Proven management and coordination skills (HR, projects, and stress management)

Proven experience in a manager role in monitoring and results management

Proven ability to translate analysis and evaluation into operational planning and strategy

Ability to work in a multi-cultural, multi-ethnic environment with respect for diversity

Knowledge and experience in qualitative and quantitative data management techniques including proficient and skillful use of SPSS, STATA, EXCEL, Epi-info software’s

Experience in data base management and/or information system

Experience with mobile data collection methodologies, software and devices

Experience on project monitoring and evaluation with special emphasis on activity monitoring, data management including data collection, analysis and storage

Has a good knowledge and understanding of the Afghanistan Health System, sectoral priorities and the context.

Professional in written and spoken English.
