Job Summary:
i-APS seeks an experienced Lead Physical-Monitoring Engineer to lead quality assurance and technical verification for the CASA-1000 project under a World Bank-funded Third-Party Monitoring (TPM) contract. The role involves oversight of infrastructure quality standards, certifying transmission tower foundations, and leveraging photogrammetry for engineering validation. The engineer will act as the CASA stream owner, ensuring high-quality monitoring and reporting across seven provinces.
This position is based in Kabul, with periodic field missions (approximately 8 weeks annually) to CASA-1000 corridor areas. The ideal candidate brings senior-level engineering expertise, a commitment to quality in fragile settings, and a proactive approach to infrastructure risk management.
Key Responsibilities:

Lead the development and enforcement of QA standards for physical infrastructure aligned with international engineering norms and World Bank safeguards

Conduct engineering assessments and certify tower foundation integrity, including site inspections and document reviews during field missions

Approve photogrammetry outputs, UAV imaging data, and other remote sensing tools used for infrastructure verification

Act as the technical focal point for all CASA-1000-related infrastructure monitoring within the TPM framework

Ensure QA/QC protocols are followed by field engineers and data collection teams

Provide technical input into TPM reports, dashboards, and geo-referenced analysis

Serve as the liaison between i-APS, DABS (the implementing agency), and other stakeholders on engineering-related findings

Monitor adherence to RAPs (Resettlement Action Plans), contractor compliance, and infrastructure design standards

Support capacity building of junior engineers and field technical staff through mentoring and technical training

Contribute to incident analysis and recommend corrective actions where engineering failures or non-compliance is identified

Job Requirements:
Qualifications:

Bachelor’s Degree in Civil or Electrical Engineering (Master’s preferred)

Valid Professional Engineer (PE) license is mandatory

10-12 years of relevant experience in QA/QC and engineering supervision for high-voltage transmission lines (HV lines)

Experience certifying infrastructure in large-scale, donor-funded projects (World Bank or similar)

Knowledge of UAV operations and photogrammetry techniques (UAV Pilot Certificate is a strong asset)

Experience working in fragile, conflict-affected environments is highly desirable

Strong understanding of environmental, social, and safety standards, including GRM and E&S safeguards

Excellent report writing, risk analysis, and communication skills

Proficency in English required; Fluency Dari/Pashto is an advantage

Willingness and ability to travel to field sites under guided security conditions
