About Action Against Hunger:
Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.
Job Description:
Goal
The MEAL manager is responsible for effective planning and implementation of a Monitoring, Evaluation, Accountability and Learning system for the Action Against Hunger in Ghor base. S/he will provide technical support to needs assessments, baseline/endline studies, post-distribution monitoring and other routine monitoring and surveys. S/he will oversee the base accountability and feedback mechanisms, ensuring sensitization of Action Against Hunger staff and communities as well as timely follow-up on all feedback.
Mission 1: Ensure proper and timely implementation of MEAL activities, including program monitoring, and reporting

In close collaboration with Field Coordinators, follow up on MEAL staff timeframes and budgets are respected as per MEAL Plan

Support MEAL team and program staff for Terms of Reference, tools, field visits, data collection tools, trainings of the staff in charge of collecting the data, to ensure data quality and data analysis of surveys, to support the writing & dissemination of the reports for MEAL related activities (KAP surveys, post-distribution surveys, etc.)

Support the establishment and monitoring of accountability and complaint response mechanism in line with HAP across the PCM

Ensure mainstreamed Protection and Accountability indicators and practices are reflected in data collection, etc.

Assist programs in defining sampling and assessment methodologies

Conduct regular field visit of activities and feed information to the program managers for improvement of activity implementation

Prepare draft reports of PDMs, baseline, end lines assessments and cross verification and share with Field Coordinator and MEAL Head of department

At field level, work with MEAL Officers, Programme Managers, and Field Coordinators to ensure MEAL findings are incorporated into both qualitative and quantitative Activity Progress Report (APR)

Mission 2: Document good practice from planning, implementation, monitoring and evaluation of activities

Document lessons learned and best practices, produce case studies and stories through collation and analysis of M&E data and other means

Organize learning, knowledge sharing and capitalization workshops and ensure knowledge is used in future program design

Undertake internal project evaluations, under the guidance and support of the Field Coordinator and MEAL HoD and other HoD’s

In consultation with Field Coordinator and MEAL HoD support the quality, timeliness and dissemination of M&E outputs internally

Mission 3: Support the establishment and effective implementation of AAH Accountability CFM Mechanism at base level

Support Field Coordinator in the implementation and continuous update of the accountability systems for Action Against Hunger projects at base level;

Build the capacity of staff to plan and implement effective accountability systems for the country program;

Support regular code of conduct (CoC) and complaints and feedback mechanism (CFM) refresher training for program and support staff at base level;

Support the MEAL and Program teams in activity implementation, to ensure beneficiary access to CFM channels (feedback days, complaints booths, field visit

Ensure creation and distribution of the monthly non-sensitive CFM report;

Any other task as assigned by line manager whenever needed.

Mission 4: Management and capacity building of the MEAL team at base level

Defining the Human Resource needs of his/her area of activity and establishing the organisational chart of his/her team

The day-to-day management of his/her team (guidance, follow-up, motivation

Evaluating the performance and developing the skills of his/her team members

Taking part in the recruitment of team members

Organising and leading team meetings

Working out and monitoring individual action plans for team members

Managing the planning process, the sharing and coordination of tasks

Providing support for appraisal interviews for team member

Providing technical support to the teams

Identifying the training needs of team members

Creating, organising and leading training sessions

Job Requirements:
Academic Background
Bachelor Degree in social sciences, business administration, humanitarian and/or development studies, Statistics, M&E, health, Psychology, nutrition or fields related to the position.
Previous experience needed:
At least 4 years of experience in Emergency, Humanitarian and/or Development projects.
At least 3 year of experience in M&E and complaints and feedback mechanisms design and implementation
Personal requirements:
Applicant must have a broad experience of report writing, analysis and dissemination of findings to multiple audiences.
Ensuring confidentiality and capacity to investigate is must
Proven capacity to work in a complicated security environment.
Excellent diplomatic, communication, team management, conflict resolution and organisational skills are required.
Have the ability to shift priorities and multitask.
Proven management and coordination skills
