Job Description:
i-APS is seeking a qualified Civil/Electrical Engineer for the North Corridor of the CASA-1000 transmission line project, specifically overseeing infrastructure quality assurance (QA) activities in Northern provinces. This field-based role will be stationed in Kabul/Mazar-e-Sharif and will support continuous site supervision and quality control of tower construction and associated civil works. The engineer will report to the Lead Physical-Monitoring Engineer and contribute to infrastructure assessments and verification reports submitted to the World Bank.
Multiple Positions are available for this role to support deployment across other regions.
Key Responsibilities:
Oversee daily quality control and assurance activities at CASA tower foundation and erection sites in Northern Provinces.
Conduct site inspections, ensuring compliance with technical specifications and engineering standards.
Document and report engineering non-conformities, safety hazards, or delays at project sites
Participate in photographic documentation and geotagging of monitored infrastructure.
Coordinate closely with contractors, DABS engineers, and local stakeholders for site access
Monitor construction progress, material usage, and adherence to safety protocols
Support data collection teams and supervisors in verifying engineering-related indicators
Contribute to quarterly reporting through structured engineering input and technical summaries
Flag any irregularities in tower placement, foundation quality, or construction materials
Ensure documentation of contractor invoices, site-level BOQs, and physical progress aligns with field realities.
Job Requirements:
Qualifications:
Bachelor’s Degree in Civil or Electrical Engineering
Minimum 8 years of hands-on experience in site-level engineering supervision, preferably in high-voltage infrastructure projects
Strong understanding of construction materials, QA/QC protocols, and engineering drawings
Experience working with international donors or development agencies is an asset
Fluency in Pashto and Dari (written and verbal) is mandatory. Proficiency in English is required.
Ability to write concise engineering reports and contribute to TPM findings
Strong interpersonal skills and ability to liaise with both technical and non-technical stakeholders
Physically fit and willing to travel to remote tower locations regularly
