About Action Against Hunger:
Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.
Job Description:
Purpose of the position
The role involves management of beneficiary data base, management of digital payments systems, support mapping of project activities, technical support to teams, and management of Early warning System (EWS) data from field locations
Mission 1: Management of Beneficiary Data base

Execution of the AAH SOPs for beneficiary data protection

Manage AAH FSL beneficiary database to effectively control and archive program data;

Ensure integrity of beneficiary databases by constant reviews and checks

Support in verification of beneficiaries in the data base

Ensure that field teams are using the right software and equipment for beneficiary data capture

Ensure that the parameters in the digital systems are set to effectively ensure beneficiary data protection and maximum accountability.

Support processes of beneficiary card printing and approval of card replacements following the SOPs

Mission 2: Management of Digital payments systems

Work as the AAH focal person for digital payments system and liaise with the digital system service providers to troubleshoot any technical matters that arise.

Constant Monitoring of Digital payments systems to ensure adherence with AAH SOPs and policies

Analysis of data and reporting on adhoc, weekly and monthly basis to advise the FSL HOD on the trends and peculiarities within the database.

Support field teams in ensuring that vendors have functional gadgets for digital payments.

Ensure proper synchronization of data takes place.

Ensure seamless updates on digital payment software in coordination with the service providers

Ensure that creation of accounts for various staff members follows approved SOPs

Support in resolving complaints related to digital payments

Mission 3: Support mapping of project activities

Create, organize and archive maps using GIS software and maintenance of reference datasets for AAH areas of operations

Compile geographic data from a variety of sources including field observation, satellite imagery, and existing maps;

Manage response and prioritization of requests for map products and services

Mission 4: Technical support to program, MEAL and support departments’ teams

Ensure proper training for MIS platforms users (Digital payment systems, Kobo, Power BI, etc.) for AAH staff;

Support program, MEAL and IT focal persons in the bases regarding beneficiary data management for external stakeholders trainings (content development);

Support the management of budgets related to digital information systems in the projects and plan the activities and procurement requests;

Liaise closely with MEAL HoD, IT Manager, and other program and support HODs in order to support projects in a holistic and integrated way.

Mission 5: Management of Early warning System (EWS) data from field locations

Focal person for the management of Early warning System (EWS) data from field locations.

Ensure analysis of Early warning data and create reports and communication documents

Job Requirements:
Qualification/level of study:
Minimum of a Bachelor’s degree in MIS, IT, Computer Science, Computer Engineering, Software Engineering, Geography (GIS) or a related subject, with previous experience working in humanitarian projects;
Skills required:
Experience:

Minimum two years’ experience working with donor funded programming

Should be a person of very high integrity.

Excellent working knowledge of Microsoft Office and other programming (Access, Outlook, Excel, Power Point, and Word)

Skills on statistical and other software (MS Excel, SPSS, SPHINX, STATA, EPI Info, ENA for SMART, ArcGIS, etc.)

Proven ability to create management information systems for large amounts of data within a complex program

Experience in database management and mapping;

Experience with mobile data collection methodologies, software and devices;

Required Skills

Excellent computer skills, particularly with MIS platforms;

Professional, motivated, open, creative, mature, responsible, flexible and, culturally sensitive;

Strong organizational and analytical skills, and ability to work under pressure;

Commitment to and understanding of ACTION AGAINST HUNGER aims, values and principles;

Strong experience with cartography, infographics and other GIS platforms;

Willing and able to be based and travel regularly within remote areas, where services are limited;

Previous experience with ACTION AGAINST HUNGER or International NGO;

Experience and conversant with M&E systems, preferably in INGO;

Strong interpersonal and community norms understanding;

Excellent communication, writing and analytical skills

Experience with participatory fieldwork methodologies;

Fluency in English (both written and spoken skills).
