As the Economic & Labor Market Publications Supervisor (MA5) you are responsible for the development, completion, submission and publication of labor market information as required and defined under RCW 50.38. Timely and compliant completion and submission of mandated reports is a critical prerequisite to ensure continuity of critical federal and state funding necessary for ESD to fulfill statutory and grant requirements. You will be relied upon for leading the program and processes that develop and implement agency and divisional report production strategies and directives for performance reporting, economic and labor market reporting, routine economic analysis, and highly technical research and statistical evaluations on behalf of the agency for the state legislature, federal government, executive leadership, and other parties as applicable. Included in this work, you will review state and federal reporting directives pertaining to report deliverables and steward all aspects of report production to ensure compliance.
You will complete and oversee complex report production and publication for these critical and consequential reports, including organizing and leading content planning, developing and overseeing production management cycles; composing, reviewing and editing content; and leading the division on plain language and web accessibility compliance. You lead divisional continuous improvement efforts by creating templates and training, and enforcing agency best practices and standards across the division. To complete this work, you will work directly with executive-level staff; agency partners, including Office of Financial Management (OFM), Joint Legislative Audit & Review Committee (JLARC), Education Research and Data Center (ERDC), Washington Training and Education Coordinating Board (WTECB), and local workforce development boards (LWDBs). You will also work across ESD divisions, including Government Relations (GR), Communications, Product, Planning, and Performance (PPP), Workforce Services, Employment Systems, Policy, Integrity (ESPI), and Unemployment Insurance Customer Support (UICS).
Duties
In this role you will serve as an expert consultant to leadership, other divisions, and external agencies and partners while producing multiple complex and concurrent labor market, economic and analysis reports, publications and deliverables for the US Department of Labor, the Washington State Legislature, WorkSource, Workforce Innovation and Opportunity Act (WIOA) system partners, and the Washington public, including media, local government, economic development councils, job seekers, and other diverse groups and entities.
Some of what you will do:
Develop and maintain complex reporting process frameworks and solutions, by serving as the agency representative to lead, negotiate, and collaborate with internal, external, and agency-wide stakeholders to align reporting scope, content, and timelines with regulatory and statutory requirements, customer requirements, and research constraints.
Serve as the agency’s representative and be responsible for management of the ESD Labor Market Information website, which has statewide impact and provides data resources and publications to the public, internal, and external stakeholders
Review and interpret policies and statutory requirements, conduct research and analysis, and make recommendations to leadership regarding quality assurance plans using strategies that include working with outside divisions, including Executive Programs and Information Technology Services Division (ITSD).
Conduct analysis and recommend strategic activities and actions that support operational, resource, and budget planning and more effectively present and promote research findings, labor market information, and data services.
Analyze requirements, develop policies, and serve as an expert and consultant in web accessibility standards and usability requirements; responsible for ensuring all reports and web content meet accessibility requirements and agency standards.
Direct the work of project and publications staff to ensure report production and publication workflows adhere to state and federally mandated requirements and release schedules and meet stakeholder expectations.
Administer and oversee activities, establish deadlines, develop and communicate expectations, and monitor productivity and performance measures. Advise, approve, and implement optimization and automation strategies to simplify and improve workflows.
Advise and direct the development of performance goals and metrics within assigned projects and across our project portfolio; advise in the development performance analysis strategies.
Provide training and oversight to build and sustain shared core operations knowledge and competencies for all new and incumbent staff; work with manager to ensure new staff are progressing adequately in their achievement of learning milestones. Develop and maintain inventory of standard work.
Create and facilitate performance expectations and evaluations for each supervised member of staff and assist staff in identifying opportunities for professional and career development and for building cultural competencies.

Qualifications
Required:
A bachelor’s degree in English, technical Writing, communications, marketing, journalism, public relations, business administration or a related
field AND at least one (1) year of supervisory experience.
OR: A combination of qualifying experience and/or education.
Preferred:
Five (5) years of demonstrated experience in two (2) or more of the following areas:
Communications
Technical writing
Report development
Report writing
Web content development
Analyzing policies, laws, rules, or regulations
Coordinating or leading business projects
Managing business operations
Process improvement
Research
Data analysis

Knowledge of and ability to interpret federal and state laws, rules, regulations and policies.
Knowledge of 508 accessibility requirements, and skill to apply those to written reports and web content.
Additional Requirement of Employment:
