About Action Against Hunger:
Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.
Job Description:
The Field manager is directly responsible for all duties listed below.
Mission 1 : Contribute to ACF technical country strategy for his/her Department
With the support of the FC, the Field Manager is responsible for:
contributing to the design and update of the country strategy and more specifically the programmatic strategy of the base
providing relevant inputs and ideas to the design of new projects
leading the process of proposal development (logical framework, definition of activities, budget, time frame and logistics needs) and particularly in coordinating inputs required by technical departments
tracking and consolidation observations and lessons learned from past projects and field teams to contribute to the identification of needs and the suggestion of relevant Actions
Mission 2 : Implement the programs in his/her area
With the support of the FC, the Field Manager is responsible for:
the quality and timeliness of programs’ implementation
the compliance of his/her programs with ACF standards and the implementation of any technical recommendation in a timely manner
the report of his/her activity in a timely manner
tracking continuously the progress made by program teams in implementing project activities
the capitalisation of program’s achievements
the implementation and monitoring of new techniques
the reporting and coordination with technical departments in Kabul
actively participating in audits of projects and ensure the implementation of recommendations
Projects planning, monitoring, supervising and support projects managers in development and monitoring of the logical framework including objectives, outcomes, outputs, activities and indicators
Analyse the programs’ activities and results and propose improvements and modifications in collaboration with technical departments
Put forward recommendations for the definition and elaboration of programs
Mission 3 : Represent ACF and liaise with local authorities, UN, NGOs at field level and internally with AAH departments
With the support of the FC, the Field Manager is responsible for:
monitoring and supervising the overall partnerships and relations at field level
participating proactively in the humanitarian coordination activities at field or regional level in rotation with the Field Coordinator
organizing the participation of relevant staff to various technical coordination platforms at provincial level
ensuring the quality of data to be reported externally to provincial coordination bodies
ensuring a reliable and professional focal contact for programs in the province
maintain close coordination between program and support departments
ensure coordination with authorities at provincial level and with other actors including NGOs, UN agencies and government present in the projects implementation areas for information sharing and to avoid duplication
Mission 4 : Ensure reporting and communication
With the support of the FC, the Field Manager is responsible for:
providing the grants and technical departments with all relevant reporting documents requested
ensuring that projects’ intermediary and final reports are completed and submitted on time, leading the drafting process and engagement with technical HoDs
coordinate with Grants and Reporting Manager to answer any donor feedback on submitted reports
ensuring that weekly/monthly/quarterly data sharing and reporting is submitted on time with reliable information (both internally with for instance, APRs/sitrep, and externally with cluster reporting for example)
ensuring that smooth and timely communication is maintained between the field teams, field offices and capital offices
the overall implementation of best communication practices at field level
ensuring reactive, proactive and efficient communication and coordination with support departments in order to avoid blockages and ensure timely implementation
Mission 5 : Security
With the support of the FC, the Field Manager is responsible for:
maintaining an effective network, with local stakeholders, on contextual and security matters, collection and analysis of information to establish the risk and context analysis and share appropriately between field teams and the HAS department/FC.
ensuring that PMs and program teams are aware of contextual and security conditions and relevant changes
Mission 6 : Manage the PMs and program teams
With the support of the FC, the Field Manager is responsible for:
the day-to-day management of his/her team (guidance, follow-up, motivation…)
evaluating the performance and developing the skills of his/her team members
defining the Human Resource needs of his/her area of activity and establishing the organisational chart of his/her team
taking part in the recruitment of team members and its follow up
organising and leading program team meetings
working out and monitoring individual action plans for team members
managing the planning process, the sharing and coordination of tasks
providing technical support to the teams
identifying the training needs of team members
managing difficulties in the team
Mission 7: MEAL inclusion
With the support of the FC, the Field Manager is responsible for:
Coordinate with Monitoring, Evaluation, Accountability and Learning (MEAL) department to develop and finalize project monitoring plan and support the program team for the orientation on the kobo system using.
Follow the project indicators and monitor the facilities (execution delays, quality of the facilities…) with AAH tools
Ensure beneficiaries are aware of AAH’s complaints and response mechanisms and that these are accessible to targeted beneficiaries and communities
Support the MEAL department to ensure that all beneficiaries’ complaints are addressed and involved the PM for this point
Integrate MEAL recommendations into project implementation and project design for future projects
Organize a kick-off and a close-out meetings, as well as a mid-term lessons learnt workshop
Review and check the quality of databases of beneficiaries that registered from the field by kobo system
Mission 8: Logistics and Finance oversight
With the support of the FC, the Field Manager is responsible for:
in collaboration with Admin/Finance manager, ensure that program budgets are respected and BFUs updated accurately for program lines.
coordinate the participation of PMs in the treasury forecasts from program lines
in collaboration with the Logistics manger, consolidate procurement needs and track procedures from program side to be in line with budgets and avoid delays
ensuring all sub-ordinates are well informed about COVID19 status and team respect internal guidelines.
Job Requirements:
Educational / Professional Background & experience:
Having Diploma from higher education or from recognized university in a relevant field of study.
Minimum 5 years of experience on similar position with international or National humanitarian organizations in Afghanistan.
Required Competences & Skills :
Excellent in maintaining relationships with internal/external stakeholders
Good reporting skills
Demonstrated willingness to learn and constantly develop professional skills.
Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
Sensitivity to cultural differences and the ability to work in a wide variety of colleagues of various backgrounds.
Committed to Humanitarian principles
Fluency in written and spoken Dari, Pashtu and English.
Excellent Computer skills: Word, Excel, Power Point, outlook/typing and presentation skills
