Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Afghanistan since 1998, when it responded to an earthquake disaster in Takhar province. Currently Concern is working in Takhar and Badakhshan provinces undertaking both emergency response and long term developmental work in the areas of agriculture, livelihood security, education and Water, Sanitation and Hygiene. Concern is expanding its programming into nutrition this year.
Job Description:
Main duty and responsibility:
TVET and HEI Capacity Building and Partnership:

In coordination with the consortium lead agency and other consortium partners, develop the project approach towards partnership with and capacity building of TVET and HEIs to achieve the project outcomes in Takhar, Kunduz and Badakhshan

Identify, assess and select TVETs and HEIs in Takhar, Kunduz and Badakhshan for partnership and capacity building

Develop partnership approaches with selected TVETs and HEIs in line with the project outcomes

Assess selected TVETs and HEIs to identify areas of capacity building and develop capacity building plans

Provide training to selected TVETs and HEIs based on their capacity building plans

Manage grants and financial capacity support to selected TVETs and HEIs, including support to increase their inclusivity and to develop digital learning capabilities

Work with selected TVETs and HEIs to develop and deliver technical training courses leading to certificates, predominantly in agriculture, and also in cross-cutting skills such as English language, through both in-person and remote learning channels

Support selected TVETs and HEIs to tailor curricula to private sector needs

Support selected TVETs and HEIs to integrate life skills and MHPSS into existing and new curricula, and to deliver trainings considering inclusion, gender and youth needs

Support selected TVETs and HEIs to establish career counselling centres and provide coaching and mentoring services to youth to support them into employment

Establish Digital Learning Hubs to support increased access for youth to digital learning

Conduct regular field visits to the project locations

Take up other tasks that may be assigned by the line manager and or Concern’s management to support organisational goals and needs

Reporting ,Communication and Coordination:

Prepare and submit narrative reports as required to account progress at output and outcomes/results level in accordance to Concern and donor’s requirements

Document lessons learnt and best practices, write case studies and stories of change and ensure that these are shared to the MEAL Team

Review reports submitted by the national partner organization.

Coordinate with the consortium lead agency and other consortium partners in designing approaches and in sharing experience and learning

In Afghanistan, we also bounded our activities by Accountability framework and therefore any Afghanistan employees is responsible to comply with CHS principles and benchmarks as instructed by its policies and therefore make sure that all accept and implement CHS standards in all our activities.

To give full support in relation to emergencies/ humanitarian operations when occurring in any area that Concern Afghanistan will respond. This can include but is not limited to participation in the Concern Afghanistan Rapid Deployment Unit (CARDU) and deployment on emergency response teams.

Job Requirements:
Qualification & Experience:

Degree in Development, Education, Agriculture, Psychology, Gender Studies, or other relevant field.

Essential:

Minimum 5 years’ experience in TVET

Experience in partnering with TVETs/HEIs in projects

Experience of assessing TVETs and HEIs, developing capacity building plans based on assessments, and executing capacity building plans

Experience of establishing or running career counselling centres and providing coaching and mentoring services to youth to support them into employment

Excellent technical experience and expertise in education, vocational training, and pedagogy.

Excellent experience of developing digital learning.

Able to communicate clearly and sensitively with internal and external stakeholders as a representative of Concern

Strong cross-cultural awareness and sensitivity.

Advanced computer skills including Word, Excel and PowerPoint (MS Office).

Excellent English and Dari (Reading, Writing, and Speaking)

Strong interpersonal and team work skill with patience and sense of humor
