About OHA:
Organization for Humanitarian Assistance (OHA), was established in the year 12. January. 1994 is an Afghan, non-profit, non-governmental organization, a cooperative partner of the UN and other international organizations implementing developmental and humanitarian projects in the southern region of Afghanistan. OHA strives to contribute to achieving sustainable development goals (SDGs) while strictly adhering to the humanitarian principles and key elements of good governance; participation, transparency, and accountability.
The intention is to alleviate severe suffering, spread awareness, and enable people to become self-employed and self-dependent at village, district, and city levels to boost rural and urban economy and livelihood in consultation with donors and local communities.
With 30 years of experience, extensive knowledge, and strong roots in the society with a wide range of network and access to the hard-to-reach areas in the Southern provinces (Kandahar, Kabul, Helmand, Urozgan, Zabul, Nimroz), OHA has been able to successfully implement 113 developmental and emergency response humanitarian projects from March 1995 with an impartial, neutral, independent, humane and transparent way funded by various donors (see the; our Donors section).
Close relations with people in particular with Shuras, community elders, and religious leaders, and having a professional and experienced team are the key factors of OHA’s successful work in remote and insecure geographical areas.
Our areas of work include; irrigation (canals, culverts, bridges, flood protection), education (schools, literacy, awareness campaigns), road (structure and construction), capacity building (management training, vocational training), drinking water (drilling wells and extending water supply), health system (construction of infrastructure), provision of humanitarian assistance during natural and human-made disasters.
OHA is registered with the Ministry of Economy of the Islamic Republic of Afghanistan and is an active member of the NGO coordination body of Southern-Western Afghanistan and Balochistan Association for Coordination (SWABAC), with its head office in Kandahar City, and its sub-offices in Lashkargah and Zaranj cities. The rest of the provinces are either covered by the existing offices or new offices are established, may the nature of the project require it. OHA plans to establish a permanent sub-office in Kabul to extend its services to other provinces as well.
Job Description:
The following is a brief description of the role:
1. Assist manager planning. Monitoring evaluation in finalizing guidelines for monitoring and
evaluation activities under this program
2. Assist and preparation of monitoring and evaluation format
3. Data collection from the field and analysis
4. Undertake any other assignment delegated by the program manager planning monitoring and evaluation
5. Validate the baseline measurements of the Project matrix included in the Project Appraisal
Document.
6. Provide technical inputs on monitoring and evaluation parameters to improve planning,
programming and implementation of the project.
7. Liaise closely with the project coordination units and Donor’s M&E counterpart.
8. Contribute to the Quarterly report regarding M&E
9. Ensure that the Annual Work Plan reflects the goals of the Results Monitoring Matrix as agreed.
10. Develop in-depth knowledge of monitoring and evaluation systems of capacity development
operations to guide performance tracking activities of staff with M&E responsibilities in
project beneficiary Regional Administrations and key stakeholders.
11. Assist in defining monitoring and evaluation requirements at the different levels of the project
implementation.
12. Conduct analysis of monitoring data, document findings from monitoring and evaluation
activities and submits monitoring reports to the Project Coordinator.
13. Work closely with the Project Coordination unit and project/sub-project stakeholders to ensure that data collected for purposes of performance evaluation is credible and of high quality.
14. Produce reports in English and /or Pashto as required.
Job Requirements:
Education:
In a relevant field such as Social Science, Statistics, or Economics,
Preferred: A Master’s degree in Monitoring & Evaluation, Project Management, or a related field is an advantage.
Experience:
1. At least 3-5 years of experience in M&E, preferably within the NGO or international organization.
Proven experience in data collection, analysis, and reporting.
Strong knowledge of M&E tools and methodologies.
2. Substantial previous top-level leadership and management experience.
3. Sufficient experience in strategic planning, policy development, proposal writing, and project
management
4. Demonstrated experience with cross-cultural communication and complex interpersonal
relations; negotiating and working with foreign experts, managers, government officials,
international staff, other non-governmental staff, etc.
5. Language Requirements:
Fluency in Pashto, Dari, and English
6. Generic professional competencies:
1. Minimum 3-5 years of experience working as an M&E Manage/M&E Officer in a humanitarian/recovery context.
2. Experience working in complex and volatile contexts
3. Documented results related to the position’s responsibilities
4. Knowledge about own leadership skills/profile
5. Fluency in English, both written and verbal
