Job Description:
The Medical Doctor will lead the mobile health team delivering essential primary health care services, maternal and child health care, and referral support to displaced and vulnerable women and girls in target locations across Kandahar. The doctor will ensure adherence to clinical standards, proper case management, infection control, and health education during outreach. The role is critical for ensuring the health component of the emergency response project is effective, gender-sensitive, and in line with MoPH and humanitarian guidelines.
Job Requirements:
1. Purpose of the Position
The Medical Doctor will lead the mobile health team delivering essential primary health care services, maternal and child health care, and referral support to displaced and vulnerable women and girls in target locations across Kandahar. The doctor will ensure adherence to clinical standards, proper case management, infection control, and health education during outreach. The role is critical for ensuring the health component of the emergency response project is effective, gender-sensitive, and in line with MoPH and humanitarian guidelines.
2. Key Responsibilities
Clinical Service Delivery
Provide direct clinical services to patients at mobile health units, including diagnosis, treatment, and referral
Offer maternal and child health consultations, including Antenatal Care, Postnatal Care, vaccination referrals, and safe delivery counseling
Ensure patients with severe conditions or requiring specialized care are referred appropriately and timely
Conduct health and hygiene awareness sessions targeting women, girls, and caregivers
Maintain proper infection prevention and control (IPC) practices during all consultations
Supervision and Team Coordination
Lead and supervise mobile health team members (midwife, and Psychosocial Consoler) in clinical duties
Oversee field-level medical procedures and ensure adherence to clinical protocols and ethical practices
Coordinate outreach schedules and ensure team readiness, equipment functionality, and supply availability
Participate in regular field team debriefings and review challenges, case trends, and needs
Health Information Management and Reporting
Accurately document all patient visits, diagnoses, treatments, and referrals
Submit weekly and monthly health reports, disaggregated by sex, age, and health condition
Support the MEL team with data collection, quality control, and feedback from beneficiaries
Maintain confidentiality of patient records and adhere to data protection principles
Community Engagement and Health Promotion
Work with Community Mobilizers to build trust and increase community awareness about available health services
Identify vulnerable individuals and support targeted interventions (e.g., home visits, support to pregnant women)
Conduct community-based outreach and education on nutrition, hygiene, communicable diseases, and women’s health
Coordination and Compliance
Ensure alignment with MoPH BPHS/EPHS standards and humanitarian health cluster guidelines
Attend local health coordination meetings and represent the project when needed
Collaborate with other mobile teams (e.g., psychosocial support) for integrated service delivery
Monitor stock levels and ensure timely requests for medical supplies and essential drugs
Safeguarding and Protection
Identify protection concerns or abuse indicators and refer cases in line with survivor-centered protocols
Ensure that health services are delivered in a safe, gender-sensitive, and respectful environment
Promote awareness of safeguarding principles among health staff and community members
3. Qualifications and Experience
Education
Medical Doctor (MD) degree from a recognized university, with valid registration from MoPH or a medical council
Experience
Minimum of 4 years of clinical experience, preferably with mobile health services or in humanitarian contexts
Demonstrated experience working in maternal and child health, reproductive health, and communicable diseases
Experience delivering services to women and girls in underserved and conflict-affected areas
Prior experience in Kandahar Province or familiarity with its health needs and dynamics is required
Knowledge of BPHS standards and humanitarian health interventions is essential
Skills and Competencies
Strong clinical decision-making and case management skills
Excellent communication and community engagement skills
Respect for cultural sensitivity, ethical practices, and patient confidentiality
Good command of Pashto and Dari (required); basic English proficiency preferred
Computer literacy (basic Excel, Word, and digital health reporting tools like Kobo or DHIS2)
4. Working Conditions
This position is field-based in Kandahar Province with regular travel to district-level mobile health sites. The Medical Doctor must be comfortable working in insecure or remote environments, with long hours and minimal medical infrastructure. Adherence to SCAWO’s safety, safeguarding, and health protocols is mandatory.
