About Action Against Hunger:
Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.
Job Description:
Goal
To establish and manage Protection, Psychosocial and Care Practices programs
Mission 1: Direct operations
The MHPSS PM is responsible for:

Timely and high quality implementation of planned activities within his/her programme and alerting the Field Manager to any delays or excessive or under-use of resources

Timely and high quality reporting, both internal and external, of the activities of his/her programme, together with a critical analysis

Responsible for the planning, implementing, and supervision of all project activities

Ensure timely implementation of the planned activities

Monitor implementation of activities and conduct regular visits to the project site

Promoting and supervising high quality care for beneficiaries of the center.

Ensure that confidentiality of the beneficiaries data

Coordinate with local authorities to ensure the smooth implementation of activities

Regular technical follow-ups and evaluations in the field

Identify and anticipate problems or constraints during the project implementation and propose solutions or improvements for better performance

Coordinate with relevant Technical departments to ensure project activities are in line with ACFs technical guidelines

Communicate with Flying Field Manager on the implementation of activities to highlight challenges and ways forward

Respect Action Against Hunger (AAH) charter and perform any other related duties as required

MEAL:

Coordinate with Monitoring, Evaluation, Assessment and Learning (MEAL) department to develop and finalize project monitoring plan.

Put in place and monitoring the system of data collection concerning the care practice and psychosocial activities as a basis for the evaluation and furtherance of the programme

Ensure beneficiaries are aware of AAH’s complaints and response mechanisms and that these are accessible to targeted beneficiaries and communities

Support the MEAL department to ensure that all beneficiaries’ complaints are addressed

Integrate MEAL recommendations into project implementation

Organize a kick-off and a close-out meetings, as well as a mid-term lessons learnt workshop

Reporting:

Develop Activity Progress Report (APR) tool and ensure validation by Technical Heads of Department and Flying Field Manager

Provide a monthly narrative and quantitative update of project activities through the APR

Share weekly updated Sit-Rep with Flying Field Manager and Flying Field Coordinator

Draft donor reports and share with Flying Field Manager in a timely manner

Ensure that all reports are prepared following donor’s guidelines, and respecting donor’s deadlines

Mission 2: Coordinate with relevant Support Departments
The MHPSS PM is responsible for:

Coordination with relevant support departments including HR, logistics, finance, MEAL, and Security.

HR:

Ensure that recruitment of all project positions is done in a timely manner

Carry out appraisals of all project staff before the end of the project implementation

Communicate internal grievances between project staff to Flying Field Coordinator and HR department

Organizing and carrying out training sessions for his/her teams taking into consideration their profiles and the context

Logistics:

Prepare the Procurement Plan in collaboration with the Logistics department

Anticipate and raise all procurement requests related to the project activities

Coordinate with the Logistics department to follow-up on the deliveries of requested items

Ensure donor’s guidelines are respected in regards to items procurements

Finance:

Forecast expenses for all project-related budget lines

Track expenses on a monthly basis and monitor remaining budget through the use of the Budget Follow-Up

Highlight issues with budget with Flying Field Coordinator and Finance department

Ensure donor’s guidelines are respected in regards to financial expenses

Security:

Share the movement plan with security focal points on weekly basis

Respect security movement plan

Inform his/her line manager about any security incident in a timely manner

Mission 3: Represent AAH and develop local partnerships
The MHPSS Program Manager is responsible for:

The professional standing of AAH in his/her geographical area

The distribution to partners of information collected locally

Respect for the principles and values of AAH in its relations with partners

The quality of relations with partners

Implement and develop further a framework for communication according to AAH communication strategy with local representatives (regular meetings, identification of key local actors and development of collaboration with them) in order to facilitate harmonious and productive relations

Adhering to the terms of agreements signed off with partners working in the same field and referring to them regularly to ensure that collaboration follows the lines intended

Ensuring that the relationship established with partners respects the principles and values of the AAH partnership policy (currently being developed: trust, respect, common purpose, complementarily, transparency, mutual dependency and shared learning…)

Organize sessions of training for other stakeholders on protection care practice and psychosocial activities if required.

Mission 4: Contribute to define the mental health, care practices, gender and protection strategy
The MHPSS Program Manager is responsible for:

Proposing a strategy for enhance the CP which is adapted to the local context

Identifying and proposing the development of new programmes

Study and analyse care practices of the population and their impact on the nutrition status of the children;

Study and analyse the mental health of the population and its influence on the care practices;

Evaluate population needs and propose intervention strategies;

Sharing his/her analyse of the needs in the area with the Field Manager and the Head of Mental Health and Care Practices, Gender and Protection Department

Participating in the preparation of surveys / assessment (provide information to those conducting the survey if required: local geographical, economic, social and anthropological data)

In keeping with the policy of AAH as a learning organisation, contributing to building on good practice, experience, and assessments

Job Requirements:
Background/qualifications

Bachelor`s degree or Master’s (preferred) degree in psychology, counseling, or psychosocial services from a reputed university.

2+ years of experience in mental health & psychosocial support (MHPSS) programming and MHPSS project implementation.

Experience in a client-facing clinical mental health role

Knowledge of Gender (and gender-based violence (GBV)) and Protection programming within the humanitarian sector

Good experience in facilitating trainings and supervision on MHPSS-related topics

3+ years of experience in humanitarian sector programming

Knowledge and application of confidentiality procedures

Knowledge of child development, nutritional practices and/or IYCF

Good communications, interpersonal relations, and flexibility

Analytical and problem-solving skills

Knowledge of Mental Health Department (MHD) & MoPH system

Strong experience in project cycle management is a must

Strong experience in project and team management or coordination

Capacity to evaluate employees’ work and quality of programming

Organisational and planning skills

Strong interpersonal and communication skill

Good team interaction and positive attitude

Fluent in reading, writing, and speaking in English & Dari

Desirable if Pashto as well

Familiar with word, excel, Skype and email

Good knowledge of data management and data analysis
