And works in different sectors such as, WASH, Health, Education, Food Security, Livelihood and provision of different kinds of emergency response and relief to returnees, IDPs and affected people and SGOA provides humanitarian assistance in remote and underserved areas, promoting equal access to development and humanitarian aid. SGOA works with donors as like UNDP, UN Women, SFCG, SCI and NRC to enhance livelihoods, promote socio-economic inclusion, and deliver emergency relief.

Job Description:
Scope of Work
The Monitoring and Evaluation (M&E) Officer will oversee and ensure the effective monitoring, evaluation, and reporting of the Advance English Language Training, Midwives Professional Training, and GLATTA for Teachers Professional Training programs. This role involves assessing program performance, ensuring adherence to international standards, and providing actionable insights to enhance program effectiveness and impact. The M&E Officer will work closely with project teams, stakeholders, and beneficiaries to ensure data-driven decision-making and continuous improvement.
Main Responsibilities * Design and Implementation of M&E Framework:

Develop and implement comprehensive M&E frameworks and plans for the Advance English Language Training, Midwives Professional Training, and GLATTA for Teachers Professional Training programs.

Establish and refine key performance indicators (KPIs) and data collection methodologies to measure program success and impact.

Monitoring and Data Collection:

Oversee the collection of quantitative and qualitative data related to program activities and outcomes.

Ensure that data collection processes are systematic, reliable, and adhere to ethical standards.

Conduct daily site visits and field assessments to monitor program implementation and gather firsthand data.

Data Analysis and Reporting:

Analyze program data to evaluate effectiveness, identify trends, and measure progress against targets.

Prepare detailed reports, including analysis of findings, recommendations, and lessons learned, for internal and external stakeholders.

Ensure timely and accurate submission of reports to donor agencies and other relevant parties.

Capacity Building and Training:

Provide training and support to program staff and partners on M&E practices, tools, and data management.

Develop and conduct workshops or seminars to enhance the skills of field staff in monitoring and evaluation.

Coordination and Collaboration:

Collaborate with project managers, field staff, and other stakeholders to ensure alignment of M&E activities with program goals.

Engage with international NGOs, governmental agencies, and other partners to share insights and best practices in M&E.

Compliance and Quality Assurance:

Ensure that all M&E activities comply with organizational and donor requirements.

Implement quality assurance procedures to maintain high standards in data collection, analysis, and reporting.

Research and Innovation:

Stay updated on the latest trends and methodologies in M&E and apply innovative approaches to enhance program evaluation.

Conduct research and evaluations as needed to provide evidence-based recommendations for program improvements.

Job Requirements:

Educational Qualifications:

Female Medical Doctor (MD) degree from a recognized institution.

Experience:

Minimum of 3 years of proven experience in monitoring and evaluation, specifically within international NGOs in Afghanistan.

Demonstrated expertise in managing M&E for health and education projects is essential.

Technical Skills:

Proficiency in quantitative and qualitative data analysis, including statistical software (e.g., SPSS, STATA) and data visualization tools.

Strong understanding of M&E methodologies, frameworks, and best practices.

Experience in developing M&E frameworks, tools, and reporting systems.

Soft Skills:

Excellent analytical and problem-solving skills, with the ability to interpret complex data and provide actionable insights.

Strong communication skills, including the ability to write clear and concise reports and present findings to diverse audiences.

Proven ability to work collaboratively with diverse teams and stakeholders.

Knowledge and Competencies:

In-depth knowledge of health and education sector indicators and evaluation techniques.

Familiarity with donor requirements and compliance standards.

Understanding of the local context in Afghanistan and cultural sensitivities related to health and education.

Additional Requirements:

Ability to travel frequently to project sites within southern Afghanistan.

Fluency in English is required; proficiency in local languages (e.g., Dari, Pashto) is an asset.

Strong organizational skills and attention to detail.
