The National Advanced Surface to Air Missile System (NASAMS) Program Team has an exciting opening for a new role, as the Senior Program Manager, you will be supporting Qatar NASAMS, working closely with the Qatari Emiri Air Defense Forces (QEADF) and with our key OCONUS subcontractor, Kongsberg Air Defense (KDA). In partnership with the Short & Medium Range Air Defense Systems Product Area.
Raytheon’s Land and Air Defense Systems (L&ADS) Strategic Business Unit has delivered NASAMS systems to our partner nation, Qatar and have started a transitioning into operations & sustainment with opportunities for product modernization. You will report to the Middle East North Africa (MENA) NASAMS Program Director under the Medium Range Air Defense (MRAD) Directorate, and act as the main point of contact for Qatar NASAMS follow through efforts.
As the Program Manager you will partner with the in-country Program Director to implement an integrated approach to Qatar NASAMS. Your role will be highly visible and interface daily with the MRAD Directorate and across regionally based functions and CONUS based product areas.
In this role you will be responsible for cost, schedule and performance for the assigned contracts, capture/growth efforts by creating and maintaining customer intimacy and cross functional teamwork at speed while ensuring compliance. This position will lead program and product line teams for modernization, warranty, after sales support, repair & return and technical assistance efforts, and manages with authority over cost, schedule, and performance of these assigned scope areas to ensure results.
In addition, you will be expected to assist the MENA Program Director to prepare EACs and Program Review packages and maintain the program infrastructure. You will work across all Raytheon functional organizations, Raytheon off-sites, and international partners to staff the program and ensure the timely start-up and delivery of products and services in accordance with the contract(s).
This role will be in Doha, Qatar and will be a 2-year international assignment with additional compensation.
Ability to travel internationally (up to 25%) as needed.
What You Will Do

Responsible for understanding and communicating the subcontractor implementation schedule to the KDA Program Manager to ensure that delivery commitments are met.

Act as the primary operational PoC to QEADF (at the Lieutenant level) for all activities related to NASAMS Tactical Operations in Qatar. This includes but is not limited to provided procurement guidance to the End User, sustainment support, technical troubleshooting and resource allocation decisions.

Provide daily oversight/direction to the in-country team (site leads warranty/logistics manager, quality, and technical leads) to ensure maximum operational readiness for QEADF.

Develop an excellent rapport and partnership with the major OCONUS subcontractor KDA, serving as the primary interface between the NASAMS program office and subcontractor program key team members

Maintain accountability for facilitating all actions to closure, ensuring Raytheon and subcontractor questions or concerns are promptly addressed

Support contract proposal process to include bidding, gating, negotiation, contract definitization, and start-up efforts

Ensure subcontract commitments including financial, technical, and schedule performance are met, proactively communicating any issues or deviations to the Program Director

Support a program organizational culture aligned with company vision and values.

Employment is contingent upon meeting all medical requirements for overseas assignment including comprehensive post-offer medical examination.
Qualifications You Must Have

Typically requires a Bachelor’s and a minimum of 12 years prior relevant experience, or an Advance Degree in a related field and a minimum of 10 years’ experience.

PMX Certification Level 4, or ability to obtain within 12 months

Experience in program management and risk opportunity measures.

Experience with large air defense weapon systems.

Experience guiding a cross-functional team in an international environment.

Experience with financial analysis resources and project management software and / or systems balancing technical, cost, and schedule.

Experience coordinating and effectively operating among multiple functions, government agencies, and the customer at the senior / executive leadership level.

Experience working with international customers, preferably in the MENA region.

The ability to obtain and maintain a U.S. government issued Secret security clearance is required.

U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

MBA or advanced engineering degree.

CORE certification or process improvement equivalent training.

Comprehension knowledge of EX/IM and security requirements.

Experience with International program implementation.

Experience working with US Government programs and large international subcontractors.

Experience developing and reviewing cost proposals and synthesizing proposal review and contract start-up packages for organization review and approval.

Experience supporting development, production, and/or sustainment programs, preferably in the aerospace and defense industry.

Experience working with subcontract formation, implementation, and key team members.

Experience with program management resources or similar program management systems.

Experience in program implementation across system integration, fielding, training, operations, and sustainment areas.

Experience with NASAMS program in implementation or capture phases.

Experience in executing and meeting long range plans and annual operating plans.

Experience and production of complex weapons systems or equivalent.

The salary range for this role is 143,000 USD – 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
