About Action Against Hunger:
Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.
Job Description:
Job Purpose
The Project Coordinator oversees the successful implementation and completion of the BHA project, including all its phases. They are also responsible for managing the project’s specific scope, schedule, resources, quality, risks, representation, coordination, and contractual requirements.
Candidates with management skills and experience in overseeing projects across multiple sectors will be considered for this role. The Project Coordinator will be based in Kabul, Afghanistan, and will need to travel to other field locations as required.
The Project Coordinator will act as the primary point of contact for the donor of the project and will ensure internal coordination with the relevant department.
Mission 1: Ensure efficient, effective, quality and timely implementation of the entire BHA project

Overseeing the entire project cycle

Finalizing and managing the update and implementation of the detailed Project Implementation Plan (PIP)

In collaboration with the program managers and field managers develop detailed monthly/weekly implementation plans for project staff to achieve the activities in the PIP

Finalizing and managing the Project Scope Documents (PSDs), such as the Project Procurement plan, Monitoring and Evaluation plan, Work Breakdown Structure, and ensuring regular updates of these documents to maintain a strong record of the project.

With the support of the relevant technical team, develop, document, and work as per design, BoQ, Tools, implementation modalities, and guidelines

Ensure contractual activities are completed on time, within budget, and with an acceptable quality and the projects are being implemented as per the donor regulations

Take overall responsibility for the quality of the project including regular monitoring field visits and learning

Initiate and oversee needs and technical assessment and analysis, as well as prepare the follow-up reports in coordination with the technical team and the sectoral program managers

Identify and monitor project risks, constraints, and escalating issues and information to the field manager and the senior management accordingly

Coordinate with technical departments to identify and assign any additional activities that may be required.

Regular site visits to monitor project activities and quality in compliance with the proposal and liaison with the Monitoring and Evaluation department.

Mission 2: Manage and develop the project team

Provide a comprehensive induction to the project staff at all levels, briefing them on all relevant aspects of the project per their respective roles and responsibilities. In addition, keep the staff informed about any changes in the project or the wider organization.

Ensure that the staff is aware of and follows humanitarian principles and other codes of conduct.

Identify the training needs and work with the technical departments and the HR team to develop, plan, and implement relevant training plans for each team member. In addition, promote cross-program learning through joint reviews and planning with other departments.

Define objectives, update job descriptions of the staff, and facilitate regular performance appraisals with the support of the HR team.

Support the Program managers to ensure all the necessary recruitment steps are followed; shortlisting, technical interviews, placement interviews, etc. as required by the HR recruitment manager.

Support the program managers in handling disciplinary matters as per ACF protocols and policies in close collaboration with the HR department and the supervisor.

Manage conflict resolution and motivation exercises with the project team proactively.

Encourage compliance with the Charter and the fight against fraud, corruption, and abuse of power. Alert the Deputy Country Director of Operations, Deputy Country Director program, Deputy Country Director Support, field coordinators, and Field Manager, in the event of fraud, corruption, or abuse of power.

Motivate, coordinate, and supervise the teams, providing continuous organizational support to the staff, and conducting regular field visits.

Mission 3: Ensure technical implementation of integrated activities

Liaise with the technical team to ensure on-time completion of contractual activities within budget and with acceptable quality standards.

Identify and monitor risks, constraints, or escalating issues that may arise during the management of the program and inform the hierarchy accordingly.

Oversee program staff work to ensure compliance with mission objectives and proposals, including regular visits to field sites to evaluate achievements, discuss challenges, and make recommendations.

Evaluate program staff as per the defined schedule and provide capacity-building and mentoring support.

Conduct post-implementation monitoring with the MEAL Team of ACF Activities to ensure maximum impact.

Mission 4: Maintain comprehensive records and reports on time

Develop a plan for data collection and entry that includes tools and a timeline, integrated into PSDs and PIPs.

Provide global support for data collection and entry, in collaboration with the PMs and M&E team.

Maintain and hand over project records for audits.

Produce reports weekly, monthly, and quarterly, including donor reports as per the project grant agreement.

Track progress and relevant indicators.

Support completion of quality reports and attend meetings.

Prepare handover/end-of-mission reports by the end of the project

Mission 5: Assist in wider Organizational Development through Learning and Proposal development support

Identify, examine and report proactively areas of geographic or sectoral growth for the organization;

Contribute to overall project(s) design, activity implementation guidelines, training development, and documentation;

Develop a systematic mechanism for lessons learned about the project to provide information to conduct advocacy activities, with periodic field visits to other projects to strengthen across-mission information and best practice sharing; and encourage the development of an innovative approach

Produce regular success stories on project implementation;

Highlight areas of improvement during the project implementations

Support wider learning by leading on project(s) based learning and research;

Support development of project(s) proposals, concepts and improvements.

Mission 6: Manage external relations related to the project

Represent ACF in external meetings as requested by the DCDO.

Prepare and share minutes and clear action points of meetings/trainings attended;

Coordinate with relevant stakeholders, and authorities to ensure support for the project(s)

Support the program managers and Field Managers in liaising regularly with authorities and community representatives about ACF programming and positioning;

During field visits and other meetings with donors, represent ACF programs when necessary.

Promote and defend humanitarian and ACF principles;

Mission 7: Additional Responsibilities

This job description is not exhaustive, and the employee is responsible for reporting progress and completing assigned tasks.

The jobholder is responsible for maintaining high technical standards.

Professionally conduct all duties following ACF staff regulations, mandate, and charter.

At least 3 years experience working with international humanitarian INGOs specifically in the sectors of food security, livelihoods, and disaster risk reduction.

Proven experience in managing large-scale integrated/ multi-sector projects that include food security, livelihoods, health, nutrition, and WASH with an international humanitarian agency.

Proven project cycle management experience at a senior level for at least 2 years in an INGO

Has a good knowledge and understanding of MAIL, MRRD and the Afghanistan Health System, sectoral priorities and overall context.

Language proficiency: written and spoken English, Pashto and Dari.
