Job Title: Remote Clinical Counselor Floater
Summary
The Remote Clinical Counselor Floater works as a full-time employee of Zeiders Enterprises and provides assessment and short-term, solution focused non-medical counseling services to eligible individuals, marital or intimate partners, families, and/or groups as part of the CNIC Fleet and Family Support Program (FFSP) Global Staffing Contract. The Remote Clinical Counselor Floater will also carry SAIL case management responsibilities. SAIL is the Navy’s Sailor Assistance and Intercept for Life (SAIL) program, designed to allow for command support and involvement throughout a Sailor’s recovery following a suicide-related incident to optimize successful reintegration and to ensure mission readiness. SAIL provides rapid-assistance clinical case management services addressing risk management, care coordination and reintegration assistance for Sailors identified during the period of highest risk after an event involving suicidal thoughts or behaviors. The Remote Clinical Counselor Floater will provide services remotely through telephone or Navy approved virtual platforms, and may also provide surge support in-person, on the shore, or in an afloat deployed environment Navy-wide.
This position is primarily remote but will require some travel. The position requires flexibility to potentially serve clients in any time zone.
Essential Duties and Responsibilities

Non-medical counseling:

Scope of practice for non-medical counseling is limited to counseling services for Other Conditions That May Be a Focus of Clinical Attention and Adjustment Disorders. Conduct intake, screening, assessment, and referral of clients as appropriate. Work with the client to establish an individual treatment plan. Provide individual and couples, and group counseling. Provide information about existing Navy programs such as in-person NMC Counseling Services at installations. Provide immediate intervention and risk assessment IAW best practices in the mental health community and educate and ensure adequate referral and follow-up of any case presenting suicidal or homicidal risk.

Perform accurate assessment of the client’s presenting problem and plan effective treatment for that problem.

Participate in regional quarterly quality assurance procedures to ensure that all clinical services provided are safe and of good quality.

Maintain counseling case documentation in the FFSMIS Clinical Counseling Record System for all non-medical counseling assessment and counseling services IAW all applicable policies, laws, and instructions.

Other duties as assigned.

SAIL case management:

Receive Command and non-Command referrals and make an introductory contact to referred Sailors to provide information about the SAIL program.

Provide an initial clinical assessment and ongoing risk assessments using the Columbia Suicide Severity Risk Scale (C-SSRS). Provide ongoing safety planning using the Veterans Affairs Safety

Collaborate closely with Sailor’s Command providing routine updates regarding sailor risk, safety, and progress in their recovery in accordance with the DoDI 6490.08.

Provide clinical case management to Sailors enrolled in SAIL per published protocols and procedures. Ensure enrolled Sailors are connected to behavioral health providers and other supportive resources, as indicated, throughout SAIL engagement.

Ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense. Maintain SAIL case documentation IAW all applicable policies, laws, and instructions.

Other duties as assigned.

Required Education and/or Experience Qualifications

Minimum educational qualifications include one of the following; a master’s degree in counseling accredited by the Council for Accreditation of Counseling and Related Educational Programs; a master’s degree in social work accredited by the Council on Social Work Education, a master’s degree in marriage and family therapy accredited by the Commission on Accreditation of Marriage and Family Therapy Education, or a doctoral degree in clinical or counseling psychology and a one-year clinical internship accredited by the American Psychological Association.

Current, valid and unrestricted clinical license or certification from a state or U.S. territory authorizing independent clinical practice in the fields of professional counseling, clinical social work, marriage and family therapy or clinical/counseling psychology- LCSW (Licensed Clinical Social Worker), LMFT (Licensed Marriage and Family Therapist), LCP (Licensed Clinical Psychologist/ Licensed PhD in Psychology), LPC (Licensed Professional Counselor), LCPC (Licensed Certified Professional Counselor), LMHC (Licensed Mental Health Counselor)

Each Remote Clinical Counselor Floater must maintain current clinical credentials and privileges throughout their FFSP assignment.

A minimum of two years- of full-time, post-master’s supervised clinical experience.

Remote Clinical Counselor Floaters must meet or exceed the requirements for Tier II clinical practitioners.

Remote Clinical Counselor Floaters must meet the standards of professional and ethical conduct prescribed by their particular discipline or licensing board and demonstrate current clinical competence through at least periodic, direct service clinical experience during the 2 years preceding hire.

2+ years providing case management to clinical clients.

1+ year experience providing clinical services on a telehealth platform.

Experience with managing crises with suicidal clients and implementing safety plans.

Strong assessment skills related to suicidality.

Ability to work and thrive in a high stress environment.

Strong organizational and time management skills.

Ability to work effectively with diverse racial, ethnic, and socioeconomic backgrounds.

Proficiency in oral and written communication skills, to include case management and clinical documentation.

Knowledge of Microsoft Office Suite software and skilled in the use of office software.

Must be physically located within a reasonable commuting distance of a Navy installation in the assigned area of responsibility.

Must have a dedicated professional workspace that that provides a secure, private environment suitable for telehealth clinical services and is free of distractions or personal commitments during the workday.

This position requires flexibility to serve clients in any time zone for surge support in-person, on the shore, or in an afloat deployed environment, and potentially travel as needed.

Preferred Qualifications

Preferably physically located within 100 miles of a Navy installation

Knowledge of the difficulties of adjusting to general life stresses as well as those resulting from the requirements of military life

Experience providing short-term counseling to those within the military community.

Knowledge of standard documentation requirements for clinical and clinical case management services

Experience providing short-term counseling to those within the military community

Knowledge of available military and community referral resources

Ability to effectively communicate directly with Command Leadership (Commanding Officer, Executive Officer, Command Master Chief)

Ability to work effectively with diverse racial, ethnic, and socioeconomic backgrounds

Other Skills and Abilities

Physical Requirements: Uses personal computer, telephones, copiers, printers, and other office equipment. Sits, stands, bends, lifts, and moves intermittently during working hours. The employee must occasionally lift and/or move up to 10 pounds.

Pay Range: $77,000 – $115,300
