Job Summary
ABA ROLI seeks a French-speaking consultant to temporarily fill the Gender, Equity, and Social Inclusion (GESI) Advisor position for the five-year USAID-funded “Action to Reduce and Respond to Exploitation and Trafficking” (ARRETE) Program in the Democratic Republic of Congo (DRC). This is a full-time, temporary consulting role, estimated to last up to four months, while a permanent GESI Advisor is recruited. The position may be remote or based in Kinshasa, DRC. If remote, the consultant will need to travel to Kinshasa at least twice between December 2024 and February 2025, for stays of 5 to 10 days each. The GESI Advisor reports directly to the Division Director for Africa, in Washington, D.C.
The goal of the ARRETE program is to support DRC government’s response to trafficking through improved coordination and collaboration with international, national, and local organizations and leaders; augmenting the ability of the state to identify and prosecute traffickers; and building up anti-trafficking support networks tailored to the unique needs of their communities.
The temporary GESI Advisor will serve as a technical expert, integrating gender and social inclusion considerations into the program. They will provide technical support to strengthen the resilience and capacity of civil society organizations (CSOs) and government entities to prevent and respond to abuses, and to provide direct support to underrepresented and vulnerable populations.
Principal Duties and Responsibilities:

Provides strategic and technical leadership on GESI issues in program design, reflection, reporting, and implementation, ensuring programming is responsive to the needs and priorities of underrepresented and vulnerable populations.

Mainstream the GESI action plan into the program’s activities.

Works closely with partners to support activities to enhance the human rights of underrepresented and vulnerable populations in the DRC.

Facilitates coordination between and among communities, leaders, and institutions who serve underrepresented and vulnerable communities to enhance collective action and intersectional cooperation.

Collaborates with the team to provide oversight of the grant development process and the activities proposed by potential grantees, ensuring that both the process and the proposed activities are equitable, accessible, and inclusive for underrepresented and vulnerable communities.

Coordinates with the Monitoring & Evaluation (M&E) Team Lead in the DRC and the M&E team in Washington, DC to design methodologies, including perception measurements tailored to the targeted regional areas included in the program.

Expand ABA ROLI’s network of organizations in the DRC working with underrepresented and vulnerable populations to be part of the program.

Design and conduct regional and national training workshops for government bodies focused on access to gender and social inclusion-responsive public services that are equally available and accountable to all.

Contributes to the preparation of periodic program reports.

Required Qualifications:

A master’s degree or equivalent, in social sciences such as international development, gender studies, social work, public policy, human rights or other areas directly related to providing services to vulnerable populations, or equivalent experience.

At least ten (10) years of experience in the field of gender, disability, youth and/or the

protection of other vulnerable groups.

Fluency in written and spoken French; professional working English level is desirable.

Strong communication and interpersonal skills, and the ability to develop excellent relations with DRC counterparts and donor representatives.

Previous experience working in Sub-Saharan Africa.

Desired Qualifications:

Experience in DRC or in similar contexts is highly desirable.

Sound understanding of DRC development needs and gender gaps.
